Medicaid Business Analyst

Description

Electronic Health Resources is on a mission to create simple solutions for the ever-changing Medicaid Enterprise’s most complex problems. We’re seeking a highly experienced business analyst to help guide us in our quest. As a member of our Medicaid team, you will focus on solving organizational problems by analyzing processes, workflows, and systems with the objective of identifying opportunities for either improvement or automation. Our ideal candidate is comfortable working with all levels of management to gain an in-depth understanding of our strategy and services. From day one, you will have an impact on the efficiency and effectiveness of our daily operations, and a lasting influence on our growth plans. Work as part of Team to complete assigned contract requirements including drafting large documents, documenting process flows, prepare process flow models and presentation decks.

Responsibilities

The Business Analyst will provide consulting services to clients by collecting, documenting and analyzing information. Responsibilities could include:

  • Perform assessment of past, current and future Medicaid Enterprise including strategic goals and objectives, measure current business processes and capabilities against MITA business capabilities, and ultimately develop target capabilities to transform Medicaid enterprises to be consistent with MITA principles.
  • Perform gap analysis between current and future state requirements
  • Perform analysis, producing documentation as needed
  • Elicit requirements (business and/or technical) in a healthcare environment
  • Lead/host larger, cross-functional JADs and drive decision making and resolution
  • Fill multiple roles (SME/design support, business process and testing support)

Requirements and Qualifications

  • Bachelor’s Degree in business or similar field desired
  • 2-5 years’ experience in a Medicaid environment is mandatory.
  • Ability to conduct independent research on key issues
  • Excellent verbal and written communication skills
  • Ability to meet deadlines in fast paced environment
  • Proficient skills in MS Office and Visio

Technical Architect

Description

We are looking for a Technical Architect to design the structure of IT systems and oversee programs to ensure the proper architecture is implemented. In this role, you should be an excellent communicator who is able to translate complex requirements into functional architecture. Your goal will be to ensure our internal IT framework operates properly.

Responsibilities

  • Understand client needs to define system specifications
  • Plan and design the structure of a technology solution
  • Communicate system requirements to software development teams
  • Evaluate and select appropriate software or hardware and suggest integration methods
  • Oversee assigned programs (e.g. conduct code review) and provide guidance to team members
  • Assist with solving technical problems when they arise
  • Ensure the implementation of agreed architecture and infrastructure
  • Address technical concerns, ideas and suggestions
  • Monitor systems to ensure they meet both user needs and business goals

Requirements and Qualifications

  • BSc/BA in Computer Science, Engineering or a related field
  • 5-10 years Proven experience as a Technical Architect  
  • Hands-on experience with software development and system administration
  • Understanding of strategic IT solutions
  • Experience in project management and service-oriented architecture (SOA)
  • Knowledge of selected coding languages (e.g. JavaScript, Java)
  • Familiarity with various operating systems (e.g. Windows, UNIX) and databases (e.g. MySQL)
  • Experience in cloud technologies (e.g. VMware)

Systems Analyst

Description

Intermediate professional level role. Develops systems solutions requiring analysis and research. Works on small to large, complex projects that require increased skill in multiple technical environments and possesses knowledge in a specific business area. Works on one or more projects as a project team member or sometimes as a project lead. May coach more junior technical staff.

Responsibilities

  • Responsible for the design and development of IT systems. 
  • Develops design and functional specifications, produces deliverables related to the project(s) assigned and assists in post implementation support and system enhancements. 
  • Responsible for selecting appropriate C.A.S.E. tools to develop systems and software. 
  • Responsible for gathering, compiling and synthesizing information with regard to technology processes or systems.

Requirements and Qualifications

  • Bachelor’s Degree in Computer Science, Information Systems, or other related field. Or equivalent work experience.
  • 3 to 5 years of systems analysis/programming experience.
  • Possesses experience in minicomputer or client/server environments including the implementation and support of resource planning, sales automation, marketing, financial and distribution systems.
  • Hands-on experience with software development and system administration.

Application Development Analyst

Description

Intermediate professional level role. Develops solutions requiring analysis and research. Works on small to large, complex projects that require increased skill in multiple technical environments and possesses knowledge in a specific business area. Solutions must be aligned with business and IT strategies and comply with the organization’s architectural standards. Works on one or more projects as a project team member or occasionally as a project lead. May coach more junior technical staff.


Responsibilities

  • Works closely with customers, business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions. 
  • Involved in the full systems life cycle and is responsible for designing, coding, testing, implementing, maintaining and supporting applications software that is delivered on time and within budget. 
  • Makes recommendations towards the development of new code or reuse of existing code.
  • Responsibilities may also include participation in component and data architecture design, performance monitoring, product evaluation and buy vs. build recommendations.

Requirements and Qualifications

  • Bachelor’s Degree in Computer Science, Information Systems or other related field. Or equivalent work experience.
  • 2 to 5 years of programming/systems analysis experience.
  • Experience in systems analysis, design and a solid understanding of development, quality assurance and integration methodologies.
